Premiere Pro on Windows uses Ctrl as its primary modifier throughout, with Alt reserved for panel and workspace switching and for a handful of secondary variants on frame-nudge shortcuts.

Windows-specific shortcut notes

Marking is modifier-free. I, O, M, and X set in/out points, add a marker, and mark a clip with a single bare key, fast enough to use one-handed while scrubbing with the mouse.

Panel focus vs workspace layout. Alt+Shift+1 through 9 switch the whole workspace layout (Assembly, Color, Audio...). Shift+1 through 9 alone jump focus to one panel without changing the layout. Easy to mix these up since both ranges use similar number keys.

Frame nudging. Alt+Left/Right nudges a clip selection by one frame, Alt+Shift+Left/Right by five. Ctrl+Alt+Left/Right does the same for a trim (slip) instead of a move.
